I mean there's ways to accelerate development, a land value tax or even better a split rate tax would have the owners of that vacant land either build or sell the land. The zoning & land uses also has to be addressed so any new developments has easy access to necessary amenities

Why would you build an 8 plex away from amenities in the middle of a suburb. You're more likely to see this happen in more urbanized areas next to commercial, office & transit areas than a car dependent suburb

It's that way because housing is a speculative asset. Initiatives that could meaningfully address this problem is opposed because homeowners use their homes as a retirement plan. It also makes it lucrative for private equity to use their near bottomless resources to buy up these limited homes
