Why wouldn't you plant corn if the government guarantees to help cover your losses? That's the part that needs to change. Allow more diverse crops to be covered and 'non traditional' methods and you fix some of that mess. Our AG system is just a mess.
If you really want to save the government money, you go after crop insurance fraud. It's rampant (especially in tobacco) and easy to investigate. You would save billions right there. Now ending corn subsides would require re-hauling our corn usage. Most corn doesn't go to food, it's now ethanol.
