Really depends on the game. My idea of a legendary 6/10 is like Bust A Groove. 7/10 is Brave Fencer Musashi. Wonky games but like you said they nailed the fun part.

6/10 games are where the magic happens. Most of them either tried something different. Or they just cared more about being fun rather than being ground breaking or complex.
