Mandatory helmets and high viz is a proven remedy to reduce the number of people cycling. It effectively kills off things like Dublin Bikes.

HARMONIE model continues to show up to 80mm on Wicklow mountains by 6pm Friday with up to 50mm falling in 24 hours. Over 30mm at lower levels in Southeast too. Sadly this will cause further flooding if it verifies.
