The designers never really introduced a good reason for Eldar to fight each other. Eldar know that every Eldar death is one step closer to extinction, so when it does happen, something must have gone terribly wrong, which reinforces the tragic theme.

I think the Eldar are particularly interesting because their theme is tragedy. Their species is being wiped out so they're desperately trying to survive, and they'll do terrible things to ensure that.

Are Chaos Marines bad? Who cares? What's interesting about them is the exploration of a desire for revenge taken to excess.

The theme embodied by The Imperium is that Fascism is bad. That's an interesting theme because it's relevant to us. There isn't a form of government that daemons or orks or tyranids represent, so those factions don't address those themes.

1 is fairly straightforward. Orks love fighting and will readily fight each other. The Imperium is prone to schisms. Chaos Marines aren't a unified empire so have plenty of reason to fight different legions or even other members of the same legion. Different hive fleets will try to devour each other

"Everyone in 40k is bad" is an incredibly boring take and I'm sick of hearing it. Two things are true that are more interesting.
1. The 40k designers introduced flaws to most factions to give players with the same army reasons to play each other.
2. Different factions embody different themes.
