Not sure how any of that leads to the conclusion that character is not of principle importance for good governance.
Not according to Aristotle or the article I commented on. The point is that even the best institutions require people of character to inhabit them. The character of leaders matters just as much to good governance, if not more, than the institutions themselves.
Reminder that for Aristotle the only difference between good and bad regimes is the virtue (or lack thereof) of the rulers.
There’s no institutional difference between kingship and tyranny.

I think this beautifully captures the general sentiment of Canadians.

George Grant wrote this in 1988. The particular circumstances have changed, but I'd argue the majority of Canadians feel the same way today.
