It's just slopulism. There are a lot of ways to help people making $75K or less that the ARP had, such as expanded CTC/EITCs that were fully refundable as a negative income tax scheme that specifically benefited middle and working classes.
Social security and Medicare would go bankrupt within the span of a couple years and the benefits would go primarily to wealthier families who are capable of being taxed $75K less at the highest marginal income rate.
