But instead, as they lined up, some were told by U.S. Citizenship and Immigration Services officials that they couldn't proceed due to their countries of origin.

I worry that this argument assumes fixed selection into CP and AS. Why not (perhaps concurrently) broaden recruitment of area experts into CP? I think the separation will continue to encourage the terrible pipeline development we continue to see in many geographic areas of research. (1/2)
