Can quality of education or research be quantified? I think (any) such rankings have alternate purposes that guide the levels of policy making. Surely these numbers, even if games/targeted, are not possible without real capex.

There are hundreds of ways AI in science is highly impactful towards the goal of discovery. The negative press almost always has an underlying personal conflict of interest. Otherwise there are only two groups of people - either indifferent to AI, or benefit from it.
