Sorry but it's not clear to me from the documentation the problem this solves. I'm not from this field, forgive me for my ignorance. How is this different from a regular (max) z projection?
Can quality of education or research be quantified? I think (any) such rankings have alternate purposes that guide the levels of policy making. Surely these numbers, even if games/targeted, are not possible without real capex.
