Bit of culture and history here. I’m not sure exactly how they do things over there but I know there’s a strict cap on flag officers set by congress. The American military is also a bit less hierarchical in that way compare to Europe

Yes and no. Obviously case by case bases I couldn’t talk, but we do try and promote the best possible people into command posts. I’m sure there’s more that enough ‘well-bred to the manor born’ types though
Yes and no. If we just bolstered existing carrier groups for instance then probably not. If we established a new operations group? Yeah probably if there was a need but it would depend. Admirals tend not to be in charge of just one ship
So we are just going round saying congrats you’re now an admiral if that makes sense
It’s just the way military command structures work, we actually only have 1 four star admiral, the rest are vice or rear admirals which is a lower rank, but each ‘admiral’ of any rank will either have a military command or command of a specific thing
In fairness, it’s quite common in most navy services. Some admirals will be in command of aerial units, and some of tactical, medical staff etc
