In that case, if Trump continues with his war, he will be violating the War Power Resolution—in addition to usurping Congress's authority under the U.S. Constitution.
When your splendid little war of choice is going exactly as you hoped and you are definitely in control of the situation, that is when you send out multiple long defensive screeds on social media.
"This is being perfectly executed, on the scale of Venezuela, just a bigger, more complex operation. The result will be the same."
Remarkable that Venezuela remains Trump's model for his military misadventure against Iran.

Will also note that this incident with the M/V Toushka makes it harder for the Trump administration to argue that US armed forces are no longer engaged in "hostilities" for the purposes of the War Powers Resolution.
Of course there is also the question of what the US does with the crew of this vessel.
Will be interesting to see whether the USG tries to condemn the vessel and its cargo via prize court or tries to rely on other domestic law authorities to forfeit the sanctioned vessel and its contents.

In my one personal encounter with Senator Ossoff (which involved a briefing on some technical legal issues), I was impressed with his sharp questions and comments.
