Since I have never read a comic, I can answer that question: It really depends what story the author has in mind. With that being said, I now have solved all power scaling debates and want to apologise for destroying this fun activity.

Azria the Neo-fawn living in her apartment on the edge of 44th and Drazus Way, sits bored and despondent after another quiet day in Neons Edge City. Feeling the Monday Blues, she listens to the pumping sound of the Synth Wave and ponders when it will be time for some excitement. Two pics merged into one, the front of her apartment building and a secondary shot from behind her in her bedroom, posters adorning the walls as she signs sitting on the edge of the bed gazing out into the pink light of the 24hr storemat across the street.

While Azria sits bored she is oblivious to the carnage about to erupt beneath her window, as the Blue Raptors Gang dares intrude into the territory of the Pink Sinners home turf, seeming innocently enough at first to visit the store, but loose words and angry voices pick up and the hot headed Mazuki of the Raptors rushes to engage the swift Lumi of the Pink Sinners under the street light while the rest of their gangs prepare to enter the fray. Other citizens either look on with bemusement or make their way quickly home. The main pic of the diorama, the entrance to the store with the two rival gangs facing off against each other in the street, a swirl of colours about them as neon signs and lights illuminate the gangs from different angles, while up on the roofs others watch on.

As the fight is about to begin the Blue Raptors leader Varak ignites his power gauntlets striding forward to support Mazuki in her fight, by the doorway of the store the leader of Pink Sinners Catrana sits on her bike and cocks back the safety on her shotgun aware of what is about to go down and looking desperately for the Raptor Psi Yvona and her focusing orb, taking her down quickly is key to winning the fight. This pic centres on the bus shelter outside the Store and the selection of Raptors who had been sitting near it when their initial arrival seemed more cordial and a chance to grab snacks from the store, but the untimely arrival of the Sinners to their favourite spot has lead to the dramatic escalation, from this angle you can see more of the light effects on the characters.

In the alley down from the store Drudge the Cybermech of the Raptors is tagging the bin, enjoying himself he is blissfully unaware that Juji, one of King Elvron of the Sinners, Cat Girls is taking off her jacket in preparation of kicking his ass. In the shadow of the store doorway the night clerk Nikki waves at the other members of the Sinners not noticing the carnage about to erupt. The final shoot is from the side showing the small alley that runs away from the Store entrance way, where one lone member of the Raptors is using a spray can distracted and not realising their evening down on 44th is about to turn a lot more serious.
