I agree Bluesky the app could do this! They won’t though.
But Bluesky the holder of ATProto wants a thousand Atties to bloom, which requires sidelining the Bluesky app. In their public statements about Attie and ATProto in general that seems to be their long-term goal?
Architecturally, a block intent could be registered from the App level to the Feed, but not from Feed to PDS and back up.
So right now Bsky the company is hosting an Attie Feed, but not forever.

I *think* the intent is for there to be multiple Attie-powered feeds in the Atmosphere eventually. The Feed developer could potentially block posts incoming and outgoing and intent could be registered there, but not, I believe at the PDS level. So, any any Attie feed could still get at it.
If I understand Attie correctly, it’s fulling from the PDS level, not the app feed level, so there’s no real way to block it, since PDSes aren’t private by nature. This is how it surfaces content from across multiple ATProto apps and feeds can be subscribed to across different non-Bsky apps.
This is also why Bluesky never designed profiles to be able to be Private, IMO. They wanted the PDS to function like a blockchain.
The PDS was always the target for future exploitation.
I’d love for someone to correct me if I’m wrong, but blocking Attie at the app level doesn’t impact the service. It’s reading directly from the PDS, thus pulling content from across multiple ATProto apps (like Bluesky).
IOW, I’m not sure there’s a way architecturally to block Attie.
