I don't know the rules for every country, but I've seen colleagues just provide official evidence of name change (it must show previous name and current name) to demonstrate that the degree is theirs.
But you can ask for it to be reissued under new name. Usually costs admin/processing fee.
Re: publications. Create ORCID account and link your publications together and include your multiple names.
Re: degree. Not enough context to know how to respond. What are you trying to do with them in relation to what entity?

If I had to capture the essence of “rightwing populism” I think I would cite the time in 1774 Virginia slaveowner Richard Henry Lee wanted to protest new taxes levied by the British so he forced his slaves to protest the tax hike on his behalf with banners denouncing the taxes as "chains of slavery"
