Big firms are first in line for tariff refunds, data released by CBP this week suggests.
Smaller businesses have either shut down, face disproportionate administrative challenges, or decided getting a refund is more trouble than it's worth, experts told TPM.
Just 8% of eligible businesses are enrolled in the tariff refunds system. They account for 72% of the refunds, suggesting small businesses are being left behind.
