Hot damn. By "manually adjusted" do you mean tested it in the lab and updated the list? We've also seen some handsets that behave differently for emergency calls depending on the software version, but we've got no reliable way of picking up software version either, which just adds to the fun...
We pulled a list from our P-CSCF for those with active IMS registration, but that only told us VoLTE compatible phones. We tried to do the same for E-CSCF CDRs but because not a lot of emergency calls the data is patchy, and it's often OS version specific too.
Any idea how this is done? Is it just checking the IMEI TAC against a list of known good handsets? We've done a few VoLTE status checker tools and never got a 100% hit rate before.
Alas there is no database to compare against, in Australia each vendor is doing their own tests, but they don't share data, even with each other about which phones work and which don't, and the OEMs themselves have generally got no idea either.

Handset / baseband manufacturers IMS stacks always come up with new ways to ruin my day. We're seeing certain Samsung phones stops sending RTP mid-call and instead send random unidentified data (Not IPv4/v6) making the UPF unhappy and drops the bearer.

Reading a bio of Claude Shannon and it crystallized a sense I have of how engineering culture has changed into tech culture. Shannon embodies a certain ethos that used to be everywhere, where the goal was to do really smart stuff, and spend your spare time on unicycles and flamethrowing trumpets.
