3. Grid Decarbonization: Accuracy alone is not the goal of carbon accounting; the standard must incentivize procurement that aligns with system needs and drives real-world grid decarbonization.
2. Physical Reality: We advocate for location-based methods that reflect electricity physically delivered at the specific times and locations of consumption, and market-based methods with strong deliverability requirements.
Three core principles in our response:
1. Attributional Integrity: We fully support refining the Scope 2 definition to include only emissions from generation processes physically connected to the reporter’s value chain.

➡️ Duck Curve: Evening ramp of 16.3 GW from belly (12:00) to evening peak (18:00). More flexible dispatchable generation or storage could help meet rapidly increasing demand as solar output decreases.
