One important piece of COP30: the climate finance roadmap started at COP29. Will governments agree to appropriate funding that matches the scale of the problem, or will they ignore their newfound legal obligations?

Importantly, COP30 comes after the landmark ICJ decision that emission targets are no longer voluntary. States now have legally binding climate obligations to prevent climate harm. Climate obligations flow from general principles of international law.
