Article I quoted is a good example of the fluid, constantly evolving landscape. Things can move quickly when shit hits the fan, but before then, people will moan and drag their feet. Just imagine how (not) quickly your workplace would adapt
I think there's some changes that can and should be done, and lacking is inexcusible, but I also think there's more nuance than pointing at every damange/loss sustained and saying "they should've ...."
If someone in the military thinks they should do things differently, I don't think power/authority/liability is on their side. Even if someone wanted to planes in shelters and not in open, how would they get approval for the change, and constructing the shelters, and etc. etc.?
If you can see a sea change at a fortune 500, you'd probably be told to mind your own business. Even if you can effect change, there's proposals and design reviews and all sorts of processes that slow down changes
I suspect part of the reason US military hasn't learned from the lessons of contemporary war fighting from Russo-Ukraine is the same reason large enterprises are stuck in their ways - resistance to change whether by leadership or by bureaucratic processes
