That entire storyline was scrapped!
Penny's face as she realised her uncle wasn't going to regenerate was heartbreaking.
This led into the storyline where she invaded CONTROL offices to steal the files with Maxwell Smart's brain, the same mind that was used as the template for her Uncle Gadget, her only family member...
