"We found that Members of Congress had a 22-percentage-point higher probability of using a national-security narrative compared to members of the executive branch."

Title and abstract of paper. Title: "Who Drives the Security Narrative in US Trade Policy?" Abstract: "Appeals to national security play a central role in contemporary US trade politics. Who drives this security narrative and why? We argue that executive branch actors, regardless of political party affiliation, are more likely to frame trade policy in national-security terms. In Congress, however, we expect Republicans to rely more heavily than Democrats on a national-security narrative. We tested these expectations through a systematic analysis of trade-related discourse by congressional and executive actors from 2001 to early 2025. Using a large language model to examine a substantial corpus of speeches, press releases, and official statements, we find only partial support for our argument: the anticipated partisan difference appears, but security framing is more prevalent in Congress than in the executive branch. Overall, the evidence suggests that actors use security framing as a strategic tool to reinforce their role and confer legitimacy on particular trade policies."
Why is trade framed in terms of national security? An exciting new paper by @yavuzmehmet.bsky.social, Gemma Mateo and @andduer.bsky.social in @pspolisci.bsky.social explores how US trade policy is shaped by national security. The evidence suggests that security frames are used strategically.
Thanks for sharing, Robert!

I am very happy to share that our open-access article with Gemma Mateo and Andreas Dür (@andduer.bsky.social) “Who Drives the Security Narrative in US Trade Policy?”, is now published in PS: Political Science & Politics (@pspolisci.bsky.social).

@andduer.bsky.social and @robert-a-huber.bsky.social argue that (changes in) trade flows and regions’ economic structures matter for political outcomes.
Regions’ trade competitiveness affects legislators’ trade attitudes and incumbents’ chances of re-election

Who should compensate trade losers? 🌍💸
@andduer.bsky.social, @robert-a-huber.bsky.social & Gemma Mateo find across 19 European countries that political elites and the public think differently about how to help those hurt by trade 🎁
Very happy to see this paper published. We examine how elites (legislators) and the public evaluate different policies designed to compensate the losers from trade. Using original survey data from legislators and public opinion surveys in 3 countries, we find only a limited elite–public gap.

4.) We expect an easing of protectionist pressures in the US as public opinion turns against protectionism, lobbying from import-competing companies declines, and pro-trade firms become more vocal.
5.) Consequently, we expect the international trading system to weather the current storm.
3.) Current US trade policy comes close to what we term an "isolationist" trade policy, marked by strong protectionist pressures and a highly salient trade-security linkage.
Here now a brief summary of the key ideas in our paper:
1.) US trade policy has historically been eclectic. At most times, it has combined liberal and protectionist elements.
2.) The international trade system has developed resilience to US departures from liberal commitments.
Very happy that my paper on the future of US trade policy, co-authored with Alessia Invernizzi, is part of this special issue
