One day Law says I love you back, and Luffy immediately gets Nami to take them to Law's ship so they can throw up a party because they are super official now right?! That might aswell be Traffy asking him out!
Luffy will call up Law on his snail just to say "Love you" and hang up before Law can answer. It left Law a blushing mess for a whole day the first time he did it.
Luffy knows this, he was there in dressrosa and knows how much a certain someones last words stuck with Law but also gave him doubts. So Luffy wants Law to know everyday that he is loved!
Eventually Luffy is straight up calling Law his husband, and using all sorts of terms of endearement to show hoe much he loves Law. It still makes Law bristles as he is not used to constant direct expressions of love but they mean so much to him.
The good natured jokes and rumors spiral after that as Shachi, Bepo and Penguin get to plotting what is the best way to tease their captain about it without making him run away from kissing strawhat and feelings. They are set on being the best wingman immediately xd
One day he calls Law 'boyfriend', not joking one bit Silence falls over the tang, this is big news! Their captain got a boyfriend! Law denying strawhat was his friend was funny because Law does that to everyone but a boyfriend!
Law doesnt deny it! He turns a bright red, and shambles them both away
They do this every few weeks, and each time Law says no like a liar in denial, Luffy one ups what they are.
Law grumbles and corrects them that they are just allies.
Luffy while actively glomping him in a hug says 'Nuh-uh, we're best friends!'
The heart pirates lose it every time at Law's blushing expression that he hides under his hat as he corrects Luffy that they are just allies
Luffy is always his exciteable self when he sees Law, running to chat with him and catch up on everything they've done since the last island
Law's friends tease him each time, laughing as they yell "Look Captain Your Long Distance Penpal/Friend is here! Now you can stop muttering about him"

The Heart Pirates and Strawhat Pirates dont meet that often. It is always a thing of chance, depending where the ocean carries them. If their logpose points to the same island or if there is some big event that's happening.
