this isn't public safety, it's instilling discipline and hierarchy.
the end result is it should not be viable for companies to push as much big inefficient private yank tanks. If it continues to be viable that's a failure.
At the end of the day companies are going to have to be force to reorient their production, governments are going to have to regulate companies and individuals and build better environments, and individuals are going to have to reform their behavior. all of the above.
we can understand that there's a cycle of incentives and systems here.
the solution isn't to say "well we can't target individuals because that's mean and we can't target companies because then how will individuals get their trucks and gas", but instead virtuous cycle the opposite way.

Honestly, Google maps under reports transit times too. Oftentimes (especially when going home) you want to know time from now to get home, not "well if you wait 8 hours you can save 2 minutes of 'transit' time.".
