Universal jurisdiction. A grave breach of the 1949 Geneva Conventions (or, for relevant parties, Additional Protocol I) triggers an obligation on all states to hold accountable or extradite alleged perpetrators within their territory.
We're coming up the 25th anniversary of Somaliland declaring independence and seen 25 years of actual self-government divorced from whatever "governance" obtained in rump Somalia at any given moment in that period. It's time for the world to catch up.
My own view is that recognition of Somaliland is long overdue and could serve as a bulwark of regional stability. I think the United States ought to follow suit and leverage the benefits of a lily pad of hopeful governance that straddles the Red Sea and Gulf of Aden.
Israel appoints an ambassador to Somalialand--an area that ONLY Israel recognized as independent late last year. its independence is not recognized by Somalia or the African Union (or other international entities). Trouble is brewing in the Gulf of Aden.

Welp indeed. To reiterate what I wrote in @foreignpolicy.com this week, the categorical destruction of all bridges and power plants in Iran would likely constitute several war crimes and even a grave breach, exposing US servicemembers involved to universal jx.

The Constitution requires I vote No on FISA 702 reauthorization.
I sent a classified letter to House and Senate colleagues about a secret interpretation of surveillance law that every American should be concerned about.
Representative Massie is right. The Constitution requires EVERY member to vote against a clean reauthorization.
