A thing I will note is that this was kinda already a thing. I distinctly remember my HS being like "this is a thing that is not obvious, but you absolutely must do or you will regret it". I am honestly happier if this is automatic than the current state of affairs
I think this is one (if done correctly) that boils down to how high your center of gravity is. These are fun because the more jacked someone is the more impossible it is

100% agree, but: I only have experience in the US, but very few of the people who live around farms I'm familiar with own and operate them. Farm land is crazy expensive! Many farm others' farms, sell farming goods, or are part of the transport network. Hope that explains some of these complaints
To be a tiny contrarian (ha) I think there is also bias towards publishing things that confirm hunches (I always thought so!)

Short answer is no. Stock buybacks can't be initiated on a whim. Longer answer is that you can have a program in place that grants you some flexibility. You can, of course, call up your bank and very loudly tell them to get ready (not saying that happened)
