From these statements, three key themes appear to shape the discussion:
(1) reaffirmation of Communist party leadership;
(2) “high-quality” growth – innovation-led growth – for better economy and social welfare;
(3) a renewed emphasis on ecological and technological priorities.

Ahead of any formal party statements from 🇨🇳 China’s Fourth Plenum, official Xinhua news released a series of 7 comments on the 14th Five-year plan 🧵:

- “Upholding the Party's overall leadership provides the fundamental guarantee for achieving high-quality development.”

Does China view its NDC commitment more as a diplomatic signal than a domestic milestone? Is China so “confident”, as Xi said, that the Chinese media considered it too routine or unsurprising to warrant more coverage? – Answers are waiting to be found.

At today’s regular Foreign Ministry press conference, the answer to NDC Qs were also the longest, according to the official transcript.
Guo Jiakun said: “This is the 1st time that China put forward an absolute emissions reduction target, which covers economy-wide emissions from all greenhouse gases

The top stories on the front page of the Chinese central government website also did not mention it (see below). It is, however, the top story on the Foreign Ministry’s website.

State broadcaster CCTV’s flagship news programme Xinwen Lianbo – similar to the BBC’s six o’clock news – dedicated the first 17 minutes to the domestic story about Xinjiang. The NDC announcement came second and was on air for only three minutes.

From today’s media monitoring, only a handful of outlets – we might have missed some – published original reports or analysis on the announcement, with most state media simply reposting Xinhua’s summary of Xi’s speech from last night.

A lot of western media has published reports and analysis on 🇨🇳 China’s new NDC commitments since the announcement was made yesterday. The Chinese media’s reactions, by comparison, have been noticeably quieter. 🧵

"We are determined and confident to deliver on our commitments."

The additional paragraph says:
"This is a goal China has set in line with the Paris Agreement and reflects its best efforts. Achieving this goal will require strenuous efforts on the part of China itself, as well as a favorable and open international environment.

⭐ New energy vehicles will become the mainstream of new vehicle sales.
⭐ A national carbon emissions trading market will cover major high-emission industries, and a climate-resilient society will be essentially established.

⭐ Non-fossil energy consumption will account for over 30% of total energy consumption.
⭐ The total installed capacity of wind and solar power generation will more than six times the 2020 level, aiming to reach 3.6 billion kilowatts.
⭐ Forest stock will exceed 24 billion cubic meters.

🇨🇳 China's state news agency Xinhua published the highlights of Xi's new NDC commitment:
⭐ By 2035, China's economy-wide net greenhouse gas emissions will be reduced by 7%-10% from their peak, with the goal of achieving even higher levels.

State media Xinhua published a one-line notification: "On September 24, President Xi Jinping delivered a video speech at the United Nations Climate Change Summit."

He said those commitments are “based on requirements of Paris Agreements” and China has the “confidence” to “deliver our commitments”.

- Expand the installed capacity of wind and solar power to over 6 times the 2020 levels
- Make NEV the "mainstream" of vehicles
- National ETS (carbon trade market) to expand to cover “major high emission sectors”
- Build a “Climate adopting society”

Xi just announced China’s new NDC, from my live listen, he said:
- China will by 2035 reduce economy wise GHG by 7%-10% from peak levels, “striving to do better” (I heard GHG but may just be emissions)
- Will increase "non-fossil fuels" to over 30%
