It reads like a kind of conquest or flag-planting on epistemic territory that others left alone for good reason, but here comes this guy, slapping equations on everything, with a main criterion that they're simple enough to optimize.
The perfunctory humility doesn't really matter anyway, because that's not how power works. The court-astrologer economists already have the ears of anyone making decisions, so they can put out this authoritative-sounding document, superficially disavow its usefulness, and it will get used anyway.
It's like they want the prestige but not the accountability
There's so much appearance of rigor and due diligence, drawing from different fields, just to fit, like, parabola coefficients. The rigor is clearly meant to establish credibility, while they keep making throwaway statements about how the results aren't to be taken literally.
