i think you are missing the more obvious solution to the problem.
it's way easier to directly deal with a problem numbering in the thousands than trying to guard people numbering in the millions from them.

truly a masterwork piece of legislation from the blue team. the very act of complying (ie, selling a replacement battery) exempts you from needing to comply.
