ah ha, very plausible. It messes with the N section in particular. All the "New..." states end up down below NC and ND.
Pet peeve:
A form field lists all states by abbreviation, but sorts them alphabetically by the full state name. Why would someone go out of their way to do that?

I wish the concept was taught in high school civics class or something. You can show up, and people with power have to listen to you for 1-3 minutes. Sometimes you can even see how your input factored into a decision!
