I doubt it’s breaking a law, probably an uninformed/unhelpful pharmacist. You have to go to a pharmacy enrolled in the Bridge Program (list on website) and ask about it

You shouldn’t have to pay even if insurance won’t cover. Many Seattle pharmacies are under CDC Bridge Program

Yes, if insurance doesn’t cover/you’re uninsured they’re supposed to give it to you for free
