FAA employees cannot do that. All overtime has to be logged and justified and people are discouraged from working outside their assigned shifts.

What he's describing is against DOT policy in any case.
In the DOT? People are not allowed to come in early and work late! They have sign off on courses EVERY YEAR which teach that people who come in off the clock are up to no good. They have to ask permission for as little as 15 min of overtime and JUSTIFY what the OT was for.
I've always thought Chamberlin got a bad rap. Sure, he appeased Hitler, but Great Briton was not ready to take on Germany at the time. Not until the US came into the war. Look what happened when they tried to assist in the defense of France?
