That's OK; the director of the DOT wants them to "eagerly come in early and leave late" every day.

FAA employees cannot do that. All overtime has to be logged and justified and people are discouraged from working outside their assigned shifts.

In the DOT? People are not allowed to come in early and work late! They have sign off on courses EVERY YEAR which teach that people who come in off the clock are up to no good. They have to ask permission for as little as 15 min of overtime and JUSTIFY what the OT was for.
