You can add your own -D in CE's settings :) which I'm sure will work with all the compilers you use. I'm not sure if there's a better way to set an option like that globally (without the risk of collateral damage of breaking some unusual compilers)

There's no define, sorry. It's not clear how we'd universally apply it to all compilers (though I bet 90% support -D, there are still some that won't)
