There were homeless people living in the woods at the time, and the province was aware of this and opted not to remove them. My non-lawyer, layperson opinion is that a ban on woods-walking could be reasonable in extreme circumstances, but would VERY hard to defend if woods-LIVING were permitted.

I sent a firm but polite email to the strata council, saying exactly this - it's a pain in the ass for me to be hauling groceries and laundry up and down stairs, but that it's a genuine hardship for elderly people, disabled people, and parents of young children to be doing same.
