They have leverage against the govt. If they chose to reject these laws on principle, withhold their services, they could literally galvanize their user-base to become more proactive against mass surveillance.
The wild thing about #Linux (or even other Open Source) devs kowtowing to user surveillance and saying, "oh, well, it's the law", is the fact that most tech uses Linux in some capacity (IIRC).
