Assume everything respiratory is airborne and requires aerosol-appropriate PPE until proven otherwise. Continuous wear (not just within 3 feet), and coughing, breathing etc generate similar aerosols to "AGMP".
IPC guidance is commonly incredibly sloppy in this area, look to actual OHS experts.

Idk about this event, but Canadian infection control conferences are banning people from participating if they talk about aerosol transmission of COVID, so sheer numbers didn't provide confidence in rigour (and the track record of IPC to date around aerosols has been the opposite of rigour).
