Ugh, I remember your ARPA analysis now that you mention it. So it seems like few of the rest of the county legislators see this as a problem, or are at least unwilling to push back on the executive branch. Eerie parallels to our current federal government.

So uh, what stops a County Executive from using this ploy on other deals? Make a big public display on a feel-good project ahead of time, and now the legislature feels coerced to vote the "right" way.
