ostensibly i think that in the vast majority of cases, the alignment system is incredibly reductive and restrictive, and ought not to be used generally if at all

but fundamentally looks out for themself and kinda just does whatever they want. a neutral evil character imo would be someone who does evil despite believing it wrong, such as someone pushed too far and turning to cruelty, or someone obsessed with vengeance-

a neutral character considers morality based on a personal intuitive sense of justice and ethics, or in terms of harm.

a chaotic character believes that wanting something in and of itself makes it right.

imo, a chaotic neutral character would likely try to not harm people as much as possible,-

others. an evil character would harm others for personal gain.

law/chaos is about how one determines their morality, regardless of their approach.

a lawful character gets their morals from an authority, a creed, their faith, their god, or the law itself. think priests, cops, samurai, knights etc-

but to answer your question with my take:

the good/evil axis is a measure of selfishness. a good character would sacrifice their own well being to do 'good', as they define it or help others. a neutral character would not sacrifice for the sake of good, but would not go out of their way to harm-

this presented some Problems, especially given that alignment was, frankly, poorly defined, and races had alignment requirements (i.e. ontologically evil races)

nowadays, alignment has been phased out for the most part, and really only matters for outsiders like angels, demons, devils, etc-

so if, for example, a chaotic neutral cleric of corellan's alignment changed to chaotic evil for some reason (mass murder, a spell that changes your alignment, or that one card from the deck of many things), they would lose all of their cleric abilities until they were no longer evil aligned-

alignment in DND is complicated...

originally, alignment was a metaphysical quality that you and creatures had that affected a number of things like which deities you could worship/be a cleric of, which spells you could cast, the way certain spells affected you, and what afterlife you went to-
