Zach Conine State Treasurer letterhead + addresses of recipients March 20, 2026 Dear Speaker Johnson, Leader Jeffries, Majority Leader Thune, and Leader Schumer, I write in support of the letter Nevada Attorney General Aaron Ford, and 17 other state Attorneys General sent you on March 18, 2026, proposing swift congressional action to refund the tariffs imposed by the Trump Administration under the International Emergency Economic Powers Act (“IEEPA”), which were recently struck down by the Supreme Court. As Nevada’s chief financial officer, who is tasked with returning unclaimed property to small businesses and working families each and every day, I urge you to consider legislation to recover and return the $2.1 billion owed to Nevadans from these unconstitutional tariffs imposed by the Trump Administration. On February 20, 2026, I submitted a request to the Trump Administration for the remittance of $2.1 billion in funds that were illegally taken from hardworking Nevadans, amounting to over $1,700 per household. I have yet to receive a response to this request from the Administration on this matter after the IEEPA tariffs have been ruled unconstitutional. Since the Supreme Court’s action and my letter requesting a refund 28 days ago, the U.S. Treasury Department has accrued millions of dollars in additional interest on these funds, and the Administration is continuing to profit off the backs of hard-working Nevadans with funds that were collected illegally. As individuals continue to struggle with the costs of everyday essentials, I would note that Nevada is one of the worst states in the country for predatory lending. The average interest rate for payday loans in Nevada is 548 percent. By withholding these funds owed to families on the brink of economic instability, the Trump Administration is likely causing further harm by forcing Nevadans to turn to some of the most predatory lenders in the country to stay afloat. In the 28 days since Trump’s tariffs were ruled unconstitutional, the admin has earned millions on money that belongs to Nevadans. Even worse, Nevadans struggling to pay bills may need to take out payday loans. Every day, Trump and his donors in the payday lending industry cost Nevadans more.

There has been some confusion over whether we can use the Rainy Day Fund to provide $90 million in emergency assistance to Nevadans whose SNAP benefits are being cut off tomorrow. The Rainy Day Fund holds almost $1.3 billion, and there are 3 ways to tap into it.
My job as Treasurer is to prepare Nevada for times of crisis. 1 in 6 Nevadans' losing SNAP benefits tomorrow is a crisis. We have the money to keep Nevadans fed in November.
