If so, it will be a huge waste of money better spent on defeating Republicans.

There's no "Ginsberg situation" risk. If a Representative leaves office, they're replaced in a special election, not by Presidential or Gubernatorial appointment. Better to spend money on defeating Republicans rather than going after a decent incumbent Democrat in a safe Democratic district.
