It's successful at... reducing tourism. It's successful insofar as Canadians who don't want to spend US$ or risk US travel... aren't. But otherwise, I'm unsure what "success" looks like. Has US policy on due process for visitors changed? No. Has US screening of visitor political views stopped? No.
