I think there may be a local setting issue. I feel they work ok on slow streets for trailblazing but not on busier streets where riders stay in the door zone. But feelings are not evidence and should be proven.

CA police collision reports take the addresses of the drivers. ID info is supposed to be redacted from copies given to the public to preserve privacy but it’s not always done.

This new AASHTO bike guide should provide the level of detail for bikes. It may also reduce hesitation to employ. But it is a separate publication and not $ free. The graphic shows many non road design features such as continuous bldg faces,sidewalk adjacent, no driveways, no parking.

I think for the US that NACTO urban street design guide comes close. There might be an FHWA publication that I am not aware of. These guides are not as detailed as AASHTO and state guides. It will ultimately require merging of multiple sources of guidance and sorting of responsibilities.

CA has a guideline for a long minimum green based on bicycle startup and clearance.
