I am no expert, but there is something very attractive in the simplicity of free service. It’s so easy to explain. And it’s a boon for poor people. It’s liberating.
Why not? It is already subsidized and the majority of people that take it aren’t rich. And free is practical, means no need to police people, plus encourages max usage.
