Great question! It’s heavily influenced by PbtA and FitD design philosophy, and the thing those (mostly) have in common is a mixed success. So finding a way to implement that in the game would be my first step! Anytime there is a failure or a mixed success, the GM gets to make a move!

Rules as intended, reaction rolls don’t generate Hope and Fear, so they are not considered “with Hope” or “with Fear.” Saw some discourse pop up about this on the Reddit as well, so we will make a note to clarify further!
