The honest answer is the decision on that hasn't been finalized.
Right now, the Dark Heart adventure is a free module that anyone can download to run that adventure.
The Codex software has a built-in PDF viewer with the Heroes and Monsters books, as well as the entire Delian Tomb start here adventure.
The folks at @dmhubvtt.bsky.social have an impressive turnaround time for bugfixes for their Draw Steel VTT, the Codex. I reported a small bug I found and the dev team was able to get a fix implemented and deployed to users in quite literally 5 minutes.
