Once you means test, you cut off the oversight of the wealthier and often more educated population. If you think govts will fund the poorer disabled just look at public Ed. Also forcing disabled people to rely on family funding gives them no independence.

The answer is clearly YES. It should have happened years ago. This invasive plant is an environmental and cultural disaster, and we should throw as many resources as possible towards its suppression or, where possible, eradication.
