They’re also no stranger to reselling the Thomas toolings, so doing Emily properly would actually give them a pretty good model to throw into the Railroad range, beating Rapido by a few years and saving the headache of modifying the Bachmann Emily, or finding the Rosebud kit
Hornby was no stranger to custom/modified toolings for the Thomas range (Toby, Percy, James, Bill & Ben), so it can’t have been hard to do a new body and outside motion for the Single chassis
Up until the Bachmann Emily, your only option for an OO scale Stirling Single (as far as I can find) was the Rosebud Kitmaster model of the 1960s, an unpowered kit, with a popular motorisation BEING the Triang chassis
Hornby likely only made Emily as 2007 was the same year they retooled the chassis from the Triang Dean & Caledonian Singles, with updated motors and finer wheels for use on modern equipment

[Sprites by Cj-the-Creator, Princess-Muffins, and Myself] James had been rostered to assist with extra shipments of coal. To call him displeased would be an understatement. To make matters worse, Rebecca's driver was expecting a rainstorm soon. Rebecca let James complain, opting not to remind him that she was on the same job. As dark clouds closed in overhead, even she had to worry about the damage the storm would bring.
