Yes, road, wind and tire noise contribute to that humm.
What is unnecessarily loud is the vanity noise from modified mufflers and poor driver behaviour. The backfiring and roaring off the light has to stop.
Walkable, bike able cities are much calmer. One can exhale... and relax.
Noise is more than a nuisance — it’s a health issue.

Pontevedra… a not loud city feels like Pontevedra Spain. We already know. Massively reduce and/or eliminate cars and go hard on pedestrianism. The silence is like a big hug, you never realized an urban place could be like a snuggly womb!!!!
Cities don’t need to be loud.
