I mean I would still suggest that is exactly the reason wide spread tracking and reporting is important to be about to compare and contrast.
I just don't think not reporting and tracking is ever the answer. But I'm always open to being wrong.

Tracking is only the first step to identifying where you should investigate.
Absolutely, sometimes they are weaponizing the system or don't understand what a violation is, but very often an investigation reveals that the department is toxic, needs retrained, or has a fear of retaliation.
All of which needs addressed and wouldn't be identified without tracking.
It also helps us to identify the individuals who consistently put in "nuisance" complaints and then reach out to find out why they do that and how we can help alleviate their individual pain points nobody else is experiencing.
More data means patterns of behavior and trends are easier to spot and react to.
If you have 20 employees trying to get a manager fired you likely have an underlying issue that needs addressed.
I assume science is the same in that more data is better.
Honestly my industry tracks everything even pretty minor stuff, and sure you get the "i don't like this coworker so I'll complain" or "my manager didn't give me the schedule i wanted so I'm turning in a claim," reports, but when you track it you actually cut back on those.
We have entire software suites that track infractions and categorize them from financial to policy to harassment to safety.
In my industry (casinos) we log pretty much everything as exception notices with the idea that a dollar here, a comment there, an oversight today might all be minor and even inconsequential but combined into a pattern and we have a major problem equal to one grievous infraction.
