Proposed warehouses could transform entire towns The capacity of some of DHS’s proposed warehouses would dwarf the population of local towns. Tremont, Pennsylvania The proposed warehouse detention camp would grow the population of Tremont, PA from 1,672 to 9,172 – a nearly 450% increase. These plans would overwhelm local infrastructure like zoning, sewage, and emergency services. Despite this, ICE has provided little to no coordination with local officials.

The capacity of some of DHS’s proposed warehouses would dwarf the population of local towns.

In Tremont, PA, the proposed warehouse detention camp would grow the population from 1,672 to 9,172 – a nearly 450% increase.

What’s happening: Last April, ICE Acting Director Todd Lyons said he wanted to see an immigration detention system that runs “like Prime, but for human beings.” For months, DHS has been pursuing plans to cage people in dozens of massive warehouses across the country in what they’re calling their “Detention Reengineering Initiative.” As of April 1, it was reported that Sec. What’s in the plan: 92,600 “beds” DHS’s proposal would add 92,600 new ICE-owned “beds” to the immigration detention system. 24 warehouses DHS plans to buy or retrofit 24 warehouses to cage human beings – and has already spent over $1.07 billion to buy nine of them. $38.3 billion The DHS budget for this expansion – all funded by taxpayer dollars from the 2025 Reconciliation Bill. Nearly 10x ICE’s entire 2024 detention budget. ICE is planning to fully enact this plan by this fall, although some sites are slated to open as soon as April 2026.

DHS is pursuing plans to expand immigration detention on a scale we've never seen before — turning warehouses into prisons to lock up tens of thousands of people.

This "Detention Reengineering Initiative" is an imminent threat to life, due process, and democracy.
