"The recommendations of this phase will be aligned with the government’s spending plans which will be set out at the Spending Review in the spring." Shouldn't this be the other way round? This looks like a straightforward get out clause to effectively ignore the recommendations.
Knowing nothing about the insurance and Healthcare system as from the EU; are people and companies locked into their insurance policies for a while maybe?
In other words it should be like a doctor treating the cause rather than the symptoms of a disease.

Addressing the premise here: as with any fair trial by jury, the defendant is innocent until proven guilty. This is what the word alleged is for. Having served on a jury, I value weighing evidence in a courtroom setting in an objective, impartial manner. Some people seem to have forgotten this.
Look forward to the official launch. I am curious about that wording though: does "everywhere" mean a global outlook, not just concentrating on BSL content?
